Europe’s Drone Sovereignty Trap. Why Washington May Hold the Off Switch

Europe is preparing for war.

Not because conflict is inevitable, but because history has returned to the continent with alarming force. From Ukraine's battlefields to escalating tensions along NATO's eastern flank, European governments are pouring unprecedented sums into defense. In 2025 alone, Europe invested an estimated €739 billion in military capabilities, marking the fastest defense expansion since the 1950s.

The goal is clear: strategic autonomy.

The reality is far more complicated.

Because even as Europe builds its own drones, funds its own defense industries, and declares its intention to become a security actor in its own right, a hidden dependency continues to undermine that ambition.

The problem has four letters.

ITAR.

The International Traffic in Arms Regulations is a U.S. export-control framework designed to govern sensitive military technologies. For decades it has served Washington's strategic interests and protected advanced defense capabilities.

But for Europe, ITAR increasingly represents something uncomfortable.

A sovereignty problem hiding inside a sovereignty project.

The Component That Controls the System

Many European defense planners assume that buying European-made drones reduces foreign dependency.

Unfortunately, that assumption is often wrong.

Modern military systems are complex technological ecosystems. A drone assembled in Europe may contain American sensors, guidance components, imaging technologies, semiconductors, target-designation systems, or software elements.

Under ITAR regulations, sometimes only a single critical American component is enough to trigger U.S. export control authority over the entire platform.

The drone may carry a European flag.

But key decisions regarding exports, modifications, transfers, and operational deployment can still depend on Washington.

In peacetime, such restrictions may seem manageable.

In a crisis, they become strategic vulnerabilities.

When GPS Goes Dark

The risks are no longer theoretical.

In May, an aircraft carrying Britain's defense minister reportedly encountered severe GPS interference while flying near NATO's eastern flank. Pilots had to revert to inertial navigation after satellite signals became unreliable.

The incident highlighted a lesson military planners already understand: future wars will be fought in contested electromagnetic environments.

GPS may disappear.

Communications may be jammed.

Satellites may become targets.

That reality is driving demand for advanced optical targeting systems, laser-guided technologies, autonomous navigation tools, and AI-assisted sensor packages capable of functioning when traditional systems fail.

Ironically, many of those critical technologies remain heavily dependent on foreign suppliers.

The Contradiction at the Heart of European Defense

The European Union has attempted to address this challenge through programs promoting local industrial participation.

Under initiatives designed to strengthen European defense manufacturing, projects funded by European taxpayers are increasingly expected to contain a substantial proportion of European-made components.

The intention is sound.

The execution remains difficult.

According to various industry assessments, significant portions of drone supply chains still depend on components sourced outside Europe, particularly from the United States and China. In some categories, genuine European alternatives remain limited or do not yet exist at industrial scale.

This creates an uncomfortable contradiction.

Europe wants sovereignty.

Its supply chain still relies on others.

The Starlink Warning

The debate became impossible to ignore during the war in Ukraine.

In 2023, restrictions around the use of Starlink services for certain military operations demonstrated how access to strategically important technologies can become subject to decisions made outside the immediate conflict zone.

The episode served as a warning to defense planners across Europe.

Dependence is not just about ownership.

It is about control.

A country may spend billions acquiring a capability. Yet if external actors retain influence over how that capability can be used, sovereignty remains incomplete.

The Race for ITAR-Free Systems

A growing segment of Europe's defense industry is now responding.

The new buzzword is not merely "European-made."

It is "ITAR-free."

The distinction matters.

Producing a truly ITAR-free system requires far more than final assembly on European soil. It means designing entire architectures around components that are free from American export-control restrictions.

Every sensor.

Every optical system.

Every circuit board.

Every mission-critical element.

The challenge is technical, economic, and political.

But supporters argue that it is essential if Europe genuinely wants independent military decision-making.

The Question Europe Must Answer

The debate is not anti-American.

The United States remains Europe's most important security partner and NATO's central military power.

That is not the issue.

The issue is resilience.

If Europe spends hundreds of billions of euros on defense, should those systems ultimately be governed by decisions made elsewhere?

That question is rapidly moving from industrial policy to national security strategy.

Because the next generation of warfare will not only be determined by who builds the best drones.

It may be determined by who controls the components inside them.

Europe's greatest defense vulnerability may not be on the battlefield at all.

It may already be buried deep inside its supply chain.
